Energy audit: the essentials
The energy audit measures your public buildings' consumption, identifies the works and settings to plan and results in a costed, prioritised action plan. It helps build a multi-year buildings programme.
Who is it for, and for what uses?
It suits municipalities, EPCI, syndicates and landlords that want to know which buildings consume the most and where to start: town hall, schools, gymnasiums, community halls, sports facilities.
What it changes for you
You have a ranking of your buildings and a costed action plan, which serves as the basis for a works programme and the vote on the corresponding funds. We support you through implementation.
Is your company subject to the mandatory audit?
Yes if its average annual final energy consumption, calculated over the last three years, exceeds 2.75 GWh. This consumption criterion replaced the former size criterion (headcount, turnover, balance sheet) with the law of 30 April 2025 (DDADUE law). Above 23.6 GWh, a certified energy management system (such as ISO 50001) becomes mandatory.
The audit is renewed every four years and declared on the ADEME platform. The first audit was due by October 2026: if you have not done it yet, it is better to start without delay.
How does the audit unfold?
The audit is carried out by a qualified auditor, following the NF EN 16247 standard. It starts from your actual data and ends with a costed action plan that you are free to apply or not.
| Step | Content |
|---|---|
| Scoping | Sites, uses and objectives included in the scope |
| Data collection | Bills, meter readings, load curves and operating data |
| Site visit | On-site readings and measurements |
| Analysis | Consumption by use and identification of savings potential |
| Action plan | Costed actions: investment, expected gain, payback |
How does it differ from the tertiary decree?
The energy audit is an obligation tied to the company's consumption. The tertiary decree applies to tertiary buildings over 1,000 m²: it sets consumption-reduction targets and requires a declaration on the OPERAT platform.
The same site can be concerned by both, and the audit data feed the tertiary-decree action plan.
Our solution
The audit takes place in three stages:
| Criterion | With Eneffic |
|---|---|
| On-site readings | Readings and analysis of consumption by use |
| Action plan | Costed, prioritised and phased actions |
| Follow-up | Support in implementing the chosen actions |

Thomas's take, our expert
In a municipality, you cannot address everything in the same year. I rank buildings and actions by priority, so the plan serves your budget programming.
